STS services school districts in Pennsylvania and Delaware.
In order to substitute teach in any Pennsylvania school district,
you must possess the following credentials:
 
A valid Pennsylvania Teaching Certification or equivalent (see NOTE A1)
A Pennsylvania Criminal Records check (Act 34) that is clean and less than one year old -
   Click Here to process your background check on line. $10 processing fee required*.
A Pennsylvania Child Abuse Clearance History (Act 151) that is clean and less than one year old -
   Click Here to print the necessary forms. $10 money order required*.
An FBI Criminal History Record that is clean and less than 1 year old
   Click Here for information and scheduling instructions. Make sure to select the Pennsylvania Dept. of Education option. A $36 processing fee is required. Please be aware that these fees may change without notice. You will need to bring your Proof of Transaction Receipt containing the PAE number when you come for your interview! Click Here to get your receipt. If, at the time of fingerprint registration, you elect to have a paper copy of your report, it can not be used in lieu of the processes established by the Department of Education and the Cogent System.
Proof of a TB test or chest x-ray that is less than two years old

Three professional letters of reference

*All PA Certified Teachers must be Act 48 compliant!

NOTE A1 - A Certification Equivalent
can be:
An active emergency certification (E-Cert) issued by the state of PA, however, candidates must meet the following requirements for the issuance an emergency certificate in addition to all of the requirements mentioned above: Please note: It is the right of the school district to deny any E-Cert -and- E-Certs do not cross county and school district lines. A valid teaching certificate issued by another state that is in the process of being converted to a  Pennsylvania Certification. Click here for more information.
Emergency Certification Requirements are:

Candidates must have a Bachelors Degree or better and actively working toward PA Certification.
Candidates must obtain and complete the PDE Form 338G. Click here to get it. Follow the instructions on completing the form. Important Note! Leave #2 in Section II blank. A legally qualified Physician must complete section III - Health Certificate. Be sure to complete the entire form and sign in section VI.
Candidates must get a set of officially sealed transcripts from the college or university that conferred your degree. We cannot accept opened or Internet transcripts.
Candidates will present a copy of their degree.

In order to substitute teach in Delaware, you must possess the following credentials:
  Class A Subs: a Teaching Certification or Masters Degree
  Class B Subs: a Bachelor's Degree
  Class C Subs: a High School Diploma or Associates Degree
  FBI Criminal Records Check Results that is less than 1 year old - contact the DE State Police at 800-464-4357 and ask for "Fingerprinting".
  Recent TB Test or Chest X-Ray that is less than 2 years old
  A Resume
